Environment Secretary Hilary Benn has backed such fines for such arch criminals who leave their bins out too early, or blatantly leave an extra bag of rubbish beside their bin or (perish the thought) OVERFILL the bin!
The fine is £30 higher than that given to shoplifters and drunks.
The confirmation that Labour has been putting pressure on local authorities and their Bin Police comes after three years of rapid increases in the number of fines handed out to residents for "littering"
